Seaman’s book for foreigners.

hey, let me be quick and straight to the point. I got certified as a merchant seafarer after completing the STCW basic courses but, I had to leave my country before issuing my seaman’s book. The question is, Is there a country that issues seaman’s books for foreigners? Any advice you could give me? My certifications are useless without my seaman’s book.

    Many countries issue discharge/seamans books for foreigners; the most common/easiest one to get is Panama.

    I do caution however that getting a discharge book elsewhere can prevent your own country from issuing it; for example Spain does not issue you a Seamans book if you have a foreign one, even if you are a citizen.

    I’m an American, the US doesn’t even do seamen books, so I have all my US papers plus a book from the Cook Islands. Took a little bit to get it, but was a very easy process.
